Reports To: Chief Financial Officer
Terms of Employment: Permanent, 12 Month Position
Nature of Work:
Under general supervision, an employee in this position performs administrative and financial tasks. The employee must have excellent administrative and analytical skills. Must be able to examine and compile financial reports. This position requires knowledge of state, local, federal, and school system fiscal regulations, policies, and procedures. Must have knowledge of school/governmental accounting procedures.
Qualifications and Licensure
- Bachelor’s degree in Finance, Accounting, or a related field.
- Minimum of 5 years experience in a senior financial position. School finance experience preferred.
Duties, Responsibilities & Skills:
- Assist in the maintenance and reconciliation of the district’s general ledger accounts to ensure the accuracy of balances and ensure compliance with generally accepted accounting principles. This includes journal entries, budget adjustments, chart of accounts maintenance, etc.
- Assist in monitoring accounts for current budgets versus actual expenditures to ensure unencumbered balances comply with NC General Statutes.
- Assist in the initial budgeting creation and subsequent budget amendments for Federal Programs within the district’s financial software before the presentation of these amendments to the Board of Education by the Chief Finance Officer.
- Assist in the posting of Grant Revenues received by the district (pending board approval) and the posting of subsequent and applicable expenditures associated with those grants.
- Perform the monthly reconciliation of the state, local, and child nutrition bank accounts.
- Perform the District's ORBIT reporting to the NC TSERS system. Includes the reconciliation of ORBIT and payroll retirement reporting, data file maintenance, and ensuring any errors and corrections are made promptly.
- Perform and is responsible for the maintenance, review, and approval of Financial Services Timesheet Activity and Leave Request to ensure compliance with the Department of Labor Standards.
- Perform the compilation/filtering of current and historical district financial data and numerical analysis as needed for presentations by the Chief Finance Officer.
- Perform and is responsible for receiving monthly charter school invoices and student rosters for Wilson County School resident students. Review rosters for accuracy, and calculate eligible monthly payment amounts before submission to the chief financial officer for approval.
- Assist with maintaining and updating all finance website documents, LINQ documents, and LINQ workflow & forms.
- Perform and is responsible for planning meetings, and assisting with the calendar for training and all financial audits.
- Assist with annual audit preparation.
- Assist Chief Finance Officer with distribution, organization, and assembly of materials for presentation to senior staff, Board of Education, and Local County Government.
- Perform and is responsible for training new bookkeepers at the school level. Must be able to provide support as needed.
- Perform internal audits at school sites to ensure internal control processes are being followed according to governmental policies and procedures.
- Perform system security setup for new employees, and maintain security for the financial system.
- Assist as a backup for finance team members, as needed.
- Must be able to attend financial training classes, conferences as directed by the Chief Finance Officer.
- Assist with cash management, accounts payable, and payroll, as needed.
- Perform the reconciliation of all county credit cards.
- Must have the ability to establish effective working relationships and to interact professionally and constructively with top-level administrators, other employees, and business partners.
- Oversee the finance department in the absence of the Chief Finance Officer
- Other duties as assigned by the Chief Finance Officer.
Physical Requirements
Must be able to operate various office machines, including computers, calculators, printers, copiers, etc. Must be able to exert up to 10 pounds of force occasionally and a reasonable amount of force to frequently lift, carry, push, pull, or otherwise move objects.
